what the hell is it with the '[form of 'to be'] qualifier 'verb in the infinitive' in academic research when 'qualifier verb' would do?

example:
X are more likely to fit Y ----> X more likely fits Y
X is likely to find [that Y (is the case)] ----> X likely finds [that Y (is the case)].
